Xinhua (about 17:01) reported that Premier Li Qiang had signed a State Council decree publishing the Decision of the State Council on Amending and Abolishing Certain Administrative Regulations (State Council Order No. 851), effective on promulgation. To cut formalism that burdens grassroots units, streamline rules on compiling special plans at the grassroots, and align with the Ecological and Environmental Code, the Food Security Law and the Regulation on Procedures for Formulating Administrative Regulations, the State Council after a clean-up decided to amend clauses in 14 regulations and abolish four. Gov.cn published the full text the same day: amendments cover the Archives Law implementing regulation, drug-rehab, disability prevention/rehab, natural-disaster relief, river management, earthquake monitoring, metrology, water conservation, accessibility, Taihu basin, land reclamation, Three Gorges resettlement, drought relief and grain circulation rules among others; abolished are the inter-port maritime passenger liability-limit rules, forest/wildlife nature-reserve management measures, the Hazardous Chemicals Safety Management Regulation, and the Wenchuan post-earthquake reconstruction regulation. People's Daily Online and others carried the decree. The authorized text landed about 17:01; the 18:00 and 20:00 patrols did not log it, so the morning open catches it up.
