•CPC Central Committee Decision on full and rigorous Party self-governance published in full; tightens career-long oversight and scrutiny of abnormal family assets

Xinhua on 1 November at about 15:36 published in full, under authorization, the Decision of the CPC Central Committee on Several Major Issues Concerning Persevering with Full and Rigorous Party Self-Governance, adopted on 29 October 2026 by the Fifth Plenary Session of the 20th CPC Central Committee, and the same day released Xi Jinping's explanation of the Decision. The Decision reviews achievements and experience of full and rigorous Party self-governance in the new era, assesses the situation and tasks, and sets out deployments on strengthening Party spirit, strictly implementing democratic centralism, forging a high-calibre cadre contingent, building a tight organisational system, improving conduct and enforcing discipline, integrating measures so officials dare not, cannot and do not want to be corrupt, and governing the Party with institutions and rules. Verifiable measures include stronger education on loyalty to the Party; all-round management and regular oversight of cadres across their full career cycle; improving personal-affairs reporting by leading officials, with verification where family assets and spending clearly exceed normal income; routine oversight of business activities by spouses, children and children's spouses of leading officials; and vigorously eliminating unwritten rules. AsiaOne, carrying Reuters, said the Decision calls for expanded loyalty education, career-long monitoring of cadres, verification of cases in which family assets and spending appear to exceed normal income, and stronger routine oversight of relatives' business activities. SCMP on 30 October reported that the plenum press conference highlighted a drive against "unwritten rules". Share · Copy

•G20 foreign ministers end Atlanta meeting without consensus on geopolitics and economic security; Ma Zhaoxu sets out China's positions and opposes protectionism

The two-day G20 foreign ministers' meeting ended in Atlanta, Georgia, on 31 October. According to CCTV News and China News Service, US Secretary of State Marco Rubio chaired discussions on geopolitical tensions, energy and supply chains, and no joint communiqué was issued because of differences. Rubio told a closing news conference that freedom of navigation in waterways such as the Strait of Hormuz and the Black Sea mattered, with shared recognition but much work still needed on widely acceptable solutions. China's foreign ministry said early on 1 November that Vice Foreign Minister Ma Zhaoxu attended and, in a first-session speech, cited Xi's Global Security Initiative, urged cooling regional hotspots, addressing root causes of conflict and strengthening global security governance, supported energy security and transition cooperation, opposed politicising, militarising or instrumentalising key sea lanes, and said protectionism has no winners and trade issues should not be politicised, weaponised or over-securitised. Delegations differed sharply over Ukraine, the US-Iran conflict and US tariffs; the US cancelled the traditional group photo, with some European, Australian and Canadian delegates objecting to appearing with Russia's foreign minister, and the Trump administration's exclusion of South Africa, the previous G20 chair, also caused friction. SCMP said Rubio urged stronger supply chains and strategic trade routes, with universal recognition of critical minerals, supply chains and navigation, without naming China. Nikkei Asia, citing Reuters, said the US, Australia, India and Japan issued a Quad joint statement in Atlanta the same day expressing grave concern about "arbitrary export restrictions" and non-market practices causing overcapacity, without naming China; Rubio said the Quad was "not an anti-China coalition". •Zhangjiajie–Gaoping section of G59 Huhehaote–Beihai Expressway opens for trial operation, completing the roughly 2,803 km route

According to the Ministry of Transport and reports by Hunan Daily/Huasheng Online and Poster News, the Zhangjiajie–Gaoping section of the G59 Hohhot–Beihai Expressway opened for trial operation at 00:00 on 1 November, completing the roughly 2,803 km Hu-Bei Expressway. The route runs from Hohhot in Inner Mongolia to Beihai in Guangxi through six provincial-level regions and is the seventh of 11 north–south corridors in China's national expressway network. The newly opened Hunan segment runs 57.437 km from Yangchi village in Yongding district, Zhangjiajie, to Gaoping village in Qinglang township, Yuanling county, Huaihua, as a dual two-lane expressway designed for 100 km/h. Key works include the 1,707 m Dongtingxi Yuan River bridge with an 800 m single-span suspension main bridge, and the Yuanguping extra-long tunnel (5,151 m left bore, 5,127 m right). Reports said the completed route can divert traffic from other north–south corridors and give central China a faster path to the Beibu Gulf and western Guangdong coast. Share · Copy

•DeepSeek publishes Super-agent architecture design and open-sources a research prototype with a Router–Worker layout

DeepSeek's Harness team late on 31 October published "Exploring Super-agent Design: Towards a More Autonomous Agent System" and open-sourced a research prototype, dsh-superagent-prototype, on GitHub under the MIT license. According to Yicai and IT Home, the team said mainstream agents still treat a single session as the unit of work, so multi-task throughput is capped by human attention; its Super-agent aims to be continuous, efficient, proactive and persistent, with a Router–Worker two-tier layout, event-driven design, asynchronous multi-channel interaction, separation of compute and state, and an external Watchdog. The Router handles human interaction and dispatch; Workers run in isolated sessions. The team said an internal instance is already in continuous use for bug reproduction, code review and Harness iteration, and that the public prototype is for validating the approach, not an official DeepSeek product. English tech site AIReport and others also covered the architecture and repository. Share · Copy
